Refining capacity turned Uganda into a regional gold hub: metal arriving as doré from neighbouring countries can be refined and exported with Ugandan documentation. That shift lifted Uganda's recorded export values sharply while raising the central question of Uganda's gold story — how much of the metal is Ugandan, and how well is the rest documented.

Refineries are where supply-chain due diligence either happens or fails. The relevant tests are documented supplier lists, independent audit against recognised responsible-sourcing standards, and cooperation with government export verification. Publicly available evidence on each remains thin.

The refinery operates under a mineral processing licence and export permissions issued in Kampala, and its economics have been shaped less by geology than by tax policy: the 2021 export levy on refined and unrefined gold repeatedly stalled declared shipments before being restructured.

Because most feed is imported rather than Ugandan, the plant sits at the centre of the question of whether Uganda is a refining hub or a laundering waypoint for regional gold. Declared import origins, assay records and audit status are the documents that would settle it.

As an industrial plant near Entebbe, the refinery's local footprint is employment, effluent and air-quality management rather than land acquisition. Its national footprint is larger: refinery demand sets the price artisanal producers are offered upcountry, and its due-diligence standards determine whether that gold can legally reach Western markets.
