Busitema Mining is one of the medium-scale licence holders that sit between Uganda's artisanal producers and the handful of large industrial projects. Its plant treats company ore and, at times, ore bought or tolled from nearby artisanal groups — a structure that makes the operation a critical point where informally mined gold enters the formal chain.

Medium-scale plants are the natural place to record origin data, because ore physically changes hands there. Whether tolling records at operators like Busitema are complete enough to support export due diligence is one of the open questions in Uganda's traceability debate.

The operation runs on a medium-scale mining licence renewed under the Mining and Minerals Act 2022, which brought reporting, local content and environmental conditions that older Busia titles were never held to. Production and export returns are filed with the Directorate of Geological Survey and Mines but are not published, so outside verification of throughput rests on district records and buyer declarations.

The Bulletin's standing questions are whether tailings and cyanide handling at the plant meet the conditions attached to the licence, and whether ore purchased from artisanal pits is documented by pit and permit rather than by trader.

Busitema sits in one of Uganda's most densely worked artisanal areas, where licensed ground and informal shafts overlap house by house. Access agreements, water use from shared streams and the price paid for artisanal ore are the disputes that recur in local council minutes.

Employment is mostly casual and seasonal, which limits the local content benefit that the 2022 Act was written to deliver.
