What we track

Licence standing with the Directorate of Geological Survey and Mines, export declarations against the 2021 levy regime, and whether the refinery participates in any credible origin-verification scheme.

Why the plant matters

Uganda's refining capacity is concentrated in a small number of Kampala plants whose combined declared throughput has at times exceeded any plausible domestic production. That gap is the reason refinery-level records, not mine-level records, are the practical control point for the sector.

Refined bars leaving Kampala carry the country's reputational risk in international markets, which makes the standards applied at plants like this one a trade-policy issue as much as a compliance one.

Open questions

Whether the refinery publishes a supplier list or submits to third-party responsible-sourcing audit, how much of its feed is declared as imported, and whether it is prepared to attach digital origin records to output as the traceability debate advances.
