The recurring restart
Kilembe has been the subject of concession awards, cancellations and fresh tenders across three decades. The underlying constraints have not changed: flooded workings, degraded rail and power infrastructure, and a capital requirement far beyond what the successive winning bidders have demonstrated.
Legacy liabilities
Tailings from historic production sit in the Nyamwamba river system, and cobalt-bearing waste dumps have been re-treated commercially in the past. Any restart carries an environmental remediation question that has never been costed publicly.
Community and land record
Kilembe built Kasese: housing estates, a hospital, schools and a rail link were all tied to the mine, and much of that infrastructure has decayed since production stopped. Households still occupy company housing whose legal status is unsettled.
Flash floods on the Nyamwamba have repeatedly moved tailings material through inhabited areas, making remediation a public health question rather than a closure formality. Each restart announcement raises local expectations of employment that no concession has yet delivered.
